Around 70% of the Ukrainian capital remained without power on Thursday morning, as work continued to restore the city's water supply, as covered by the BBC.
European Parliament calls Russia a ‘state sponsor of terrorism’: Yesterday, the European Parliament declared Russia a "state sponsor of terrorism", as detailed by EU Observer. "MEPs, with 494 voting 'yes', 58 'no' votes and 44 abstentions, argued that Moscow's military strikes on civilian targets such as energy infrastructure, hospitals, schools, and shelters violated international law."

Ministers gathered in Brussels for today’s Energy Council reached an informal agreement on the less controversial elements of the Commission’s energy crisis package, but did not agree on a way forward on the so-called Market Correction Mechanism, four EU diplomats said.
EU energy ministers will reconvene for another extraordinary Energy Council before Christmas — most likely on December 13 — amid widespread disapproval of Brussels’ gas price cap proposal. More here, with POLITICO PRO.
