Macro-regional strategy for the Mediterranean: Cooperation instruments

This paper analyses how stakeholders in southern and eastern Mediterranean countries evaluate the EU’s role, approach and policies in the field of migration, mobility and asylum, focusing on the policy instruments it has adopted, the actors involved (or not involved) in policy-making, and the substance of implemented policies.

In reaction to the mass influx of migrants, with its climax during the summer of 2015, the EU adopted a series of measures to protect its external Schengen borders and shift some responsibility for borders surveillance to third countries of transit and origin. This paper gives an overview of human rights applicable to those crossing the Mediterranean Sea to seek a better life in the EU. Particular attention is paid to the extraterritorial applicability of human rights in the Mediterranean Sea.

The objective of this report is to evaluate the different EU policies in the industrial and energy sectors in four countries (Egypt, Lebanon, Morocco and Tunisia) based on assessment by local and European stakeholders, and to provide a list of policy recommendations based on these assessments. Adopting a bottom-up approach, such policies are evaluated in terms of their general conceptualization, how they have been implemented (instruments), in which sectors they have been channelled (substance) and how they have been tailored to different stakeholders (actors).

Based on information gathered through extensive fieldwork in Tunisia, this paper analyses how Tunisian civil society actors represent the Mediterranean space, how they frame migration in general and how they frame specific migration-related policy issues and the factors and actors affecting them. The paper further investigates how Tunisian stakeholders evaluate existing policy responses, focusing in particular on EU policies and cooperation initiatives in this field. Finally, the paper outlines possible policy implications, future developments and desirable improvements with regard to EU Tunisia cooperation in the field of migration.
