Restoring "lost connections" between the EU and the UK as a consequence of Brexit through local and regional authorities
This study aims to provide scientific support to the CoR-UK Contact Group in the assessment of the impact of Brexit on the functioning of LRAs, analysing the lost connections between the UK and the EU at the local and regional level as well as exploring possible avenues and methods of future cooperation between EU and UK LRAs following Brexit. The study analyses the main policy areas affected by Brexit and the related impact on LRAs.

Assessing the impact of the UK’s withdrawal from the EU on regions and cities in EU27
The objective of the study is to provide an analysis on the exposure of EU27 regions to the UK and the likely impact of the UK’s withdrawal from the EU on regions and cities in EU27. The methodology used is mainly based on a literature review, a statistical analysis using EU (Eurostat) and international databases, while also relying on more qualitative case studies and interviews with local stakeholders.

The EU-UK Trade and Cooperation Agreement
The EU-UK Trade and Cooperation Agreement concluded between the EU and the UK sets out preferential arrangements in areas such as trade in goods and in services, digital trade, intellectual property, public procurement, aviation and road transport, energy, fisheries, social security coordination, law enforcement and judicial cooperation in criminal matters, thematic cooperation and participation in Union programmes. It is underpinned by provisions ensuring a level playing field and respect for fundamental rights.

Brexit: the sub-national dimensions from the vantage point of the European Committee of the Regions
The Brexit process has not just one, but several sub-national dimensions which have not been discussed as prominently as many of the sub-national entities of the European Union would consider necessary. The withdrawal of a Member State, especially of one the United Kingdom (UK) with its very distinct set of relationships between its sub-national components, will affect the dense network of vertical and horizontal relationships that EU membership has fostered between sub-national entities and within the EU institutional system. A net-contributor such as Great Britain leaving also profoundly impacts cohesion policy and thereby risks deepening regional disparities in the EU 27. The European Committee of the Regions has been the champion of the concerns of both EU and UK sub-national levels of governance in the Brexit process and has continuously highlighted the 'asymmetric' and in many cases still unclear effects of this momentous change on the EU multi-level system.

Implementation of the UK Withdrawal Agreement: Financial provisions, citizens' rights and the Northern Ireland Protocol
This EPRS paper analyses the implementation of the UK Withdrawal Agreement in three areas identified by the EU as key to ensuring the UK's orderly exit from the Union: financial settlement, citizens' rights and the Ireland/Northern Ireland Protocol. The citizens' rights provisions contained in Part Two of the Agreement are designed to protect the rights of both EU and UK citizens who had exercised free movement and made life choices based on the rights flowing from the UK's membership of the EU. The paper focuses on the UK's implementation of the citizens' rights provisions in the Agreement, along with the rights provided to protected UK citizens under the Agreement. The paper also discusses the Protocol on Ireland/Northern Ireland. While the Protocol aims to safeguard peace on the island of Ireland, it has been contentious in the UK, due to perceived effects on domestic supply chains. The paper discusses the issues under consideration and EU-UK negotiations to resolve the issues concerned.

Brexit Adjustment Reserve
As part of the preparations for the United Kingdom's withdrawal from the European Union, the European Council agreed in July 2020 to create a Brexit adjustment reserve within the special instruments outside the budget ceilings of the European Union's multiannual financial framework, with a budget of €5 billion to counter unforeseen and adverse consequences in Member States and sectors that are most affected. The Commission adopted a proposal for a regulation on the Brexit adjustment reserve on 25 December 2020. The reserve will support public expenditure incurred by Member States from 1 January 2020 to 31 December 2023 for eligible measures, which include support for affected sectors, training, and new border facilities.

Post-Brexit fishing quota changes: 2021
From 2021 to 2025, the EU is gradually transferring part of its fishing quota shares to the UK, in line with the EU-UK Trade and Cooperation Agreement (TCA). In total, 55 shared stocks are concerned, and 60 % of the overall Brexit quota transfer occurred in 2021. This infographic illustrates the EU quota transfer that year for some of the most affected fish stocks. The quota transfer in 2021 for the selected stocks totals 62 211 tonnes, with an estimated overall value of €103 million.

Support for the EU fishing sector through the Brexit Adjustment Reserve
The United Kingdom's withdrawal from the European Union has had a significant impact on several sectors, including EU fisheries, which face a 25 % reduction of their catch value in UK waters. To mitigate the short-term impact on the worst affected countries and sectors, the Commission proposed a €5 billion fund, the Brexit adjustment reserve. In a political agreement on the proposal, now to be formally confirmed by both, the co legislators included Parliament’s proposal to earmark a minimum level of support for the fisheries sector, in particular small-scale coastal fisheries that depend on fishing activities in UK waters.
